It's part of a manga anthology released by Sunrise. There are several anthologies of Mai Hime and Mai Otome.

In fact you can find this particular one on the main website: http://www.my-zhime.net/products/comics.html

It's basically a compilation of different artists. Consider it a doujin created by professional mangaka.
