That's what it says.
First Year = Green Second Year = Red Third Year = Blue. KyoAni should fix this up for the DVD Release, unless they want to change a few things like how they have adjusted Mai and Shiori's birthday to fit in with the flow of the story. |

Didn’t seen this mentioned, and I haven’t seen this in a previous episode; but in the fansub version, what’s with the {ep 12} connotations after certain lines? Are these references pointing at the original episode 12? Granted I haven’t seen the original anime since it came out or anything else Kanon related for that matter, so I don’t remember, or is it something else? I don’t remember anything in 2006 ep 12 to be called out like that.

The Epilogue concerning Nayuki was vague in a sense that a date wasn't mentioned, she could be still in the space of the time where the promotion wasn't officially annonuced and record wise, she is still in 2nd Year.
And that brings me to Shiori's Epilogue too where she is seen wearing the Green Ribbon. The school only accepts new students in the new academic year, going by the theory that the females students wears the same Ribbon throughout their High School life, shouldn't Shiori be wearing the Blue Ribbon as the 3rd year students have graduated instead of the Green one ? The thing is people should accept that nothing is perfect and that KyoAni had made a minor mistake in this case. |

The ribbon flaws have completely destroyed my enjoyment of the series. I shall delete all the files and proceed on a crusade to have all blogs and forums stop discussing the series. My world is ruined...

That might just be for the year that the events in Kanon are supposed to be occuring. So the colours may take a shift down in the next year, with first years in blue, second years in green and third years in red. I think that we won't see any mistakes if we just take it that each year keeps the same colour ribbon for their whole 3 years in the school, because everything that we've been shown is consistent with that idea.

なっている is present progressive tense, therefore what the book wrote is about how the colour code is currently, and therefore it also doesn't conflict with how it will be (like whether they rotate the colours or they stay with the same colour).
It's not a mistake, so don't worry about it. |

I think its all a bit amusing... rather like a Trekker dispute over particle phase arrays. Looking over the image.... I translated a bit more than houkolic did but basically its in a "for the present time" tense which, to me at least, means the "color follows the class" theme is most likely given all the other clues.
