Actually, that's kind of a misuse of the english word because it isn't really a double issue because there are no double chapters in it.
Basically, it just means they won't publish a issue for one week because of Golden Week (which is a collection of four national holidays within seven days). |

It would make sense that he put the Hougyuko into her when he gave her the gigai, but that is definitely not true. When Aizen revealed all, he explained that he was already looking for Rukia when she had gone missing because he figured out that the Hougyuko was inside her. So as soon as she was found, he immediatedly killed the Central 46 and put out a warrant for her arrest in their name.
That means he realized that the Hougyuko was inside of her before he ever found out she had made contact with Urahara. In fact the gigai was a later contrivance that Urahara made to destroy the Hougyuko which he had previously put into her soul. The actual time Urahara put the Hougyuko into Rukia is unknown, but it was definitely before she ever met Ichigo.

I think that the problem is that there are different translations and therefore interpretations of Aizen's Explanation
I am not really sure, but I think that Urahara put the Hougyuko into Rukia when he gave her the gigai. Aizen came to know about that, killed the Central 46 and put out a warrant for her arrest in their name. Urahara was missing from Soul society, long before Rukia arrived in soul society! The first time they met, was in the human world |
