Kira's probably missing as he's tired himself out.

Since he has neither the diplomatic ability, nor the connections to become a politician, he probably decided to take a break.

On the other hand, I expected Lacus to do something in terms of promoting peace. Then again, maybe she's completely latched onto Kira, which probably explains why she's away from the scenes as well.
