Answer to the first question: Hakua without a doubt:
- Keima helped her twice VOLUNTARILY, without being asked. (Not something that can be said of Elsee)
- His reactions to her are consistently the strongest among all the girls. (Consistently tsundere as well)
- He shows off his Capturing-God mode to Hakua, something that strains him a lot. He is definitely trying to impress her.
- He follows her home just help her work better with her partner and become more successful. Sure he helped Chihiro, Ayumi and Kanon in Chapter 55 (semi-voluntarily), but Hakua is the ONLY one for whom he takes the initiative.

hmmm, I only recall him helping Hakua capture a sprit once, and to say he voluntarily help Hakua is a bit of a stretch. He did have his own motive, he wants out and Keima knows he isn't going to get any reliable information from Elsee.
When he followed Hakua to her partner, I was under the impression that he wanted to see how other teams capture spirits, because so far the only method he and Elsea knows in capturing spirit is making the girls fall in love.

Thats not his "Capturing God" mode, that was just him being naturally awesome at games. Capturing God Mode when he played and cleared (I'm guessing completed all routes) 6 games at once.

Makes me wonder if all the under-classmen staff, eg- cleaner etc.... will actually look up to her as an example of something to strive for, she was once a cleaner now an ACE Spirit catcher that the got the section chief award.

^ Hakua's spirit doesn't technically count because Elsea gave that spirit away to Hakua.

If it did count then Hakua would only have 4 Spirits instead of 5.

You know what I'm beginning to have a feeling about the two characters who have been mentioned in passing but not seen with these other devil partners showing up.

I liked it how this chapter made it clear Elsie and Hakua have both lived past 200 years.

Anyway, I wonder what exactly happened 10 years ago. Moreover, will this manga get a plot? I think that's quite interesting. Hopefully, the author will pull it well.

What if Elsee's elder sister is a devil partnered with Keima's father?

Although that's some A-class crack, I like the idea, maybe Keima's father really has talent with women and uses the same method as Keima (Elsee did say it's the best way to do it), as for her sister...maybe she heard that Elsee got an award and decided (sometime in the future) to come back

well, nora is mad at keima for the humiliation she underwent in the last chapter and she goes around the town trying to kill him; elsea creates some clones of keima to confuse nora but she kill them all one by one; the spirit inside tenri (keima's childhood friend) asks keima and elsea to protect them; keima asks elsea if she still has minami's spirit with her (their previous target), she replies that she already submitted it to hell, keima 's plan is to make nora catch another spirit to have her stop targeting him and tenri; he ask then elsea to go ask some other spirit hunter and she go to aqua's place; the spirit tells tenri to talk a little to keima since they are finally alone, keima tells her to not rely on the spirit (the spirit, which act as tenri's guardian, doesn't even know itself to be an escaped spirit) and ask her why she came to him since she doesn't even remember him; she replies that she never really forgot about him; then finally nora barges in and the spirit covers for him and they escape to a theatre tenri knows; tenri tells him there's a tunnel and keima wonders how she knows about that, she says they have been here once in the past and keima also remembers having being there (well, to be exact, he remembers that that time too he was worrying for his game console's batteries).
