Like I said, look at other people's avatars, for example Ballad's. In that avatar, the creator used this method : New layer, select all => Stroke, 2px white. Then, new layer, select all => Stroke, 1px brown .. and you have a double border, with white / brown.

Using imageready?

Coz i cant use that, coz im on the DET laptop they blocked that soo im using a crap GIF maker.... and its really hard to use it....
