Actually, it's not just the anime, but the manga, as well, had Urabe busting out of her swimsuit in just a couple of months. At the time when I read that chapter, it seemed to me to be an afterthought on the mangaka's part, along the lines of, "Oh, I better at least make her more sexually attractive to get the readers to keep coming back for more." Since Tsubaki had already remarked on Oka's bust size, I would have also expected, if Urabe was also equally endowed (as she so clearly is now), that he would have likewise remarked about Urabe's bust size.

Oka is a lot bigger then Urabe, this becomes extremely clear the more they are together.

Oka is also much bigger, especially when you compare the huge height difference between her and everyone else (she's 146 cm!). But yeah, Urabe was always stacked, but the anime just heightens it.

I can't help thinking, that the close up of the tanline of Urabe's scissors, would make the perfect gay test motivational poster. It would go like this: Gay Test, if the first thing you noticed was the pattern on the clothing, that I have some bad news for you.

Edit: It would've been funnier if the scissor tan line would've turned just slightly diagonal counter-clockwise, with the words, where you want to go, on top of the tan line. It would be Tsubaki's map to the future.

Hmm, I saw the scene again in the manga. I do believe the shoulder really does make a difference. The animé didn't show a shoulder just to make her seem bustier than usual.
