I remember the fake Batmen using guns (and getting beat-up for using them), and I remember Batman forcing police officers to discharge their firearms in order to keep other police officers from getting near disguised hostages. Well, the various Batmobiles (Copters, planes, jets, etc) have always had explosives and the like, so there is nothing really different in this film. That being said, I do agree with you that Batman carries a surprising amount of materials that could easily kill many people (and this is disregarding the fact that he could always easily drop someone to their death on accident ).
