I would recommend Haruhi Suzumiya but it does a little bit off fanservice that goes too far according to your limits.

Emma is a nice love series set in Victorian times about a maid and rich boy falling in love. Don't know if it would be too mature for 12-15 year olds, but there isn't any foul language or violence.

Case Closed is a mystery series. Basically a prodigy detective is turned into a young child via some drug and solves these murder mysteries.

Negima!? is a fun series. Now understand there is a difference between Negima! and Negima!?. Negima! contains nudity and is more violent and Negima!? is a more cutesy condensed version of the series, with more comedy. It's basically a series about a 10 year old wizard coming to Japan to teach English in an all girls school.
