It doesn't seem impossible that a Midchildan might have a Linker Core too weak to power significant magic, but whom can still understand, calculate and use spells fueled by an external power-source.
We know for a fact that superhumans like Nanoha and gang are rare. Not so rare that there aren't others, but definitely a minority. Most mages don't have the power to fly, even with military-grade Devices. Isis might simply have expensive technology that lets her make up for the lack of power. Kind of like how Tony Stark uses his Iron Man armor to throw down with figures like Spiderman, Thor and the Hulk. Of course, she's also probably some kind of Cyborg, what with the whole not-dying-from-the-broken-neck thing, but that has nothing to do with magical potential. It's possible that a Combat Cyborg, probably by accident, was born with a weak Linker Core. |
