You know who runs Academy city, right? But even if Alister didn't actively intervenes, individual board chairmans probably always keep eye on each other through cameras, satelites and who knows what else they have.

She’s taking initiative to approach Touma against the wishes of the other board of directors. The idea is that it’s not going to be a secret for long since Academy City is one big surveillance state.

You have seen how bad the dark side of the academy is from the other seasons of index and rail gun? Do you really think that as bad as it gets? These are the people that signed off on all that stuff and she apparently is the nice one.

I haven't watched any Railgun but I knew better than to trust a board of directors of any kind of organization.
