There's no argument, the girl's uniforms are ridiculous, unrealistic, and very clearly intended to be fetishy. But hey, hardly the weirdest thing anime has expected us to swallow.

They should have used a more liberal and PC excuse. Like maybe they achieved an egalitarian or feministic world and open expressions of sexuality are all good.

I don't mind fanservice that much, but the design isn't even doing that for me, which is disappointing. The uniform is done to a science in Japan's manga / anime / game industry, but somehow 5% or so of those designs just don't work their magic and this is one of them for me.

Well you'd have a point if the original material was a manga, but since the source is a LN and mostly text, I think it's more the author's "unique taste" instead of pure fanservice.

I assume you don't read many LN's because having these type of excuses to dress the female characters with little to none clothes is one of the most common details on harem stories. You're deluding yourself if you think this is something that was made for other purpose than just being a fanservice bait.

Look it at that from other perspective, what if the author instead of dressing the girls like that he just used some clothes that allow the girls to have better affinity with magic ? like a complete normal uniform or maybe a dress.
