It seems there's a pronounced mage vs muggle underlying plot going in right now, but I'm not sure if it's intended to be the main plot. We'll see.
I do, however, notice that this story is basically a weapons race to monopoly metal vessels, Djinns and magic tools.. which in turn, are tied to magoi/magic. If they decide to abolish magic entirely to create peace, they'll be far from the first series to do it, though. and I'm not sure if I like the story taking that tone.

Kou Empire and Sindoria's Seven Alliance are definitely in that arms race. However, Magnostatt is developing its own methods of arming themselves (by R&D of magic, instead of relying on dungeon goods), and Laem Empire is training an army of Fanalis under the guidance of a magi. Considering that Sheherazard has so far not raised any dungeons at all, she doesn't seem to be too interested in having Laem join that arms race. (with the army of Fanalis and her trusted commander Mu, completing a dungeon should be well within their ability)

That gives me the impression that Fanalist are naturally lacking on magoi. It's just a theory of course. Hopefully we'll go back to Laem soon so we can learn more about Scheherazade and Mu.

Laem is a huge empire, there are guys like Titus that can be the vessel users, and some of the Fanalis can be the households. It suggests to me that perhaps Scheherazade simply isn't interested in dungeons, or have other means.

We don't know how big the Fanaris army in Laem is, but even in three digits, that's a terrifying force.
Right now all four major factions are fairly even in power, I say. Despite the fact two of them don't seem eager to clear dungeons. Kou may have a slight edge, but not by any means a landslide.

There was one more faction although I don't think it's been properly introduced yet in the story. Spoiler for 159:

If you mean Paltebia, it's been mentioned in the series for a while now, and we already have three characters from there.
Dracone, Myers, and her brother. It's already been mentioned that Paltebia has become weak and less prosperous in the recent years, and probably not a major force anymore. (Its model seems to be Greece under Alexander era) EDIT: correction, four characters. I forgot the dark vessel user.

It is kind of borderline, maybe he's like Sindbad, having two kinds of rukh in his body?
