My only guess is that the project is illegal and steamrolled by government. I use this in Sacred Twins.

If that argument fail, I give up.

This cracked article, it has plausible (in theory) explanation about zombie and chances about it happening.

Alternaive: Put the Core in a more harmless unit. That way, they can get both benefits.

Ironic echo, I guess (I already said that ever since you proposed the idea), the best thing is Lyon gave up gospel and they're separated, Lyon return to his 'ordinary' life as better person.

PT nanomachine works like that in my fanon, it heightened the subject's obedience by basically mind raped them.

@ Senpai - What differences would these "Zombies" have from normal people? More resistant to damage?

Resistant as in painproof, otherwise, they still destroyable. This always been the principle of classic zombie.

The Zombie in ST backstory is not even moving, just twitch and dies again. Also, it can only applied to newly dead people, way before the blood clot.

EDIT: Since you're talking about 'act' like zombie, there is no difference at all, if you play L4D, you have a man living people that is analogue to zombie, but really aren't.

It's impossible to be completely harmless. At best it becomes less hazardous/destructive.

It's just my guess, but probably America's paranoia is really about Gospel's existence and the fact that it's independent enough to sever itself from core network. When a machine become that independent, it's time to roll your project, which they did.

Oh, that, of course they're smart. They don't look like a zombie, the look completely normal.

Except if you look at their eyes and will go "Oh Crap" no matter if you're a battle hardened soldier or psychiatrist. They have the eyes of insane person, and in certain times actually insane.

Which means America has control over him......

Moar edit: That is assuming that he can pilot using other IS core.... The sealing of Sliver Gospel is most likely to be other countries' suggestion.
