Nope, the world think Charles wanted to stop Euphemia, because she wanted peace, then a big obstacle for his plans, then Geass was a creation of V.V and C.C.
The geass creators are dead, all the geass children too, Lelouch was the last one with a geass, but the world think he's dead, however, his geass is lost too.

No proofs survived excluding C.C confession and some data from geass cult, then everybody think her version of the facts is the truth and everybody want just look forward, then no investigations.
The only people know 100% of the truth are Suzaku and Kallen, some year later Cornelia and Nunnally too, but not the details.

All the other witnessess...Ougi, Tohdou, Kaguya, Lloyd, Cecille, etc....have just the C.C confession, Lloyd suspect that testament is a lie, but he keep the secret, because it's funny.

Yes, that event is just after Lelouch's fake death and funeral.

Pendragon was destroyed, but she finded some notes written by her father, about the fact charles was afraid for euphemia and shneizel, too much different from him about ideas and ambitions, then he didn't trust them.
In fact he sent schneizel to Europe and gived to Euphemia zero responsabilities, this explain her all dream mentality and her belief to find happy solutions with ease.
Euphemia didn't know the real and crudely world.

Then she believe maybe that version about the fact Charles ordered to use Euphemia in a way like that wasn't a lie, but with doubts, however, after years and more envelopment on her private life....cornelia decided to stop every investigation and to live peaceful, like her sister wanted, the meet with the orphan girl in paris changed everything.

EDIT: Oh wait. If you did know he was talking about his fanfiction, then it's part of an extra scene to his version of Turn 23 or 24 that he came up with where C.C. and Kallen have one final talk. I think he's going to add it in later.

Yes in fact, there're some hints in the last appendix but the real act must be added to the original R2R comic.
