They're the ones who lead the meeting, but they not choose the Hokage alone, as said by themselves. They must come to a agreement to decide who's gonna be the new Hokage.

How many years have passed since the Hyuga Incident (the attempt of the Cloud in kidnapping Hinata and the death of Hyuga Hizashi)? And how old was Neji by then?

Don't forget Naruto is 13 years old already, Neji is 14. A year have passed since the beginning of the series. Oh yeah, there's a answer to this actually, so don't say there isn't. And no clues!

you would be right.. but a year has passed in the series.

but from when neji was talking about it i would say 1/2 a year... the chuunin selection exam has not begun

neji was 14 at the start and end of the selection exam.

14-5=9+1/2 (for the time when naruto is training with jirara ect.)

it is not 9+1 because a full year has not passed.
