Color wise, yes. The design has more in common with Hayate's.

I'd say it's most similar to Einhart's barrier jacket, but all BJs share certain design features.

To be fair the's a good amount of similarities betwee all of those characters too. It's the basic trend of the series, it's good to see a new character who didn't look like a rockstar or a ripoff from Final Fantasy xD.
