Headbutts shouldn't be taken so lightly. The skull is remarkably hard in places, and with experience and knowledge of where and how to hit, it can literally be like taking a 100-lb. battering ram to the person. Not to mention this is a girl who's been getting training from The Throne of Blood herself; I'm sure she's learned how to do it right, and that she's built enough speed and strength to put some real momentum into it. I wouldn't recommend that amateurs try this, since if done wrong it can hurt the attacker more than the opponent, but still it's a major mistake to treat it as a weak or dumb move.

Also, that girl seems a little too indifferent to what's happening to her top.

Or maybe ashamed at how she'd been treating him? She'd repeatedly called him a pathetic loser who needed to learn to be more like KL, and she's just realized that she'd been insulting her crush. Or perhaps in seeing the bad things that happened to him and to his friends and the way he wound up in trouble with people back home, she's also come to realize that he's been keeping it a secret to separate himself from something he doesn't want to be. Whatever the case, I imagine it's finally sinking into that six-year-old mind that the world isn't as simple as she thought.

Either way, that chief surprised me. Her behavior before seriously looked like she was planning to keep Youtarou until he agreed to be her personal property, putting herself firmly in rapist territory. Turns out she's really just that stupid and awkward, making her proposal in a way that's far too easy to misunderstand while behaving in a manner that is certainly inappropriate. But it sounds like she might have had some other reason to grab Youtarou than merely trying to make a move on him. Perhaps she was hoping to protect him from someone's plots... Either way, she really needs to learn how to act better, so that an attempt to offer some "service" in hopes of capturing a boy's heart doesn't come across as a threat or attempt to take his chastity by force.

I don't think I'd refer to Makio's behavior as sexual harassment. As I said, she's six. She's still at that age where she can demand he bathe with her and sleep in the same bed and see absolutely nothing odd about it. I've known a few six year olds and while they don't have much problem saying and doing things that would constitute sexual harassment in someone older, it's quite clear that they have absolutely no idea how anything could be wrong or inappropriate with it.

There has not been one single indication that Youtarou sees Makio in any sort of romantic light. She's ten whole years younger than him, I'm pretty sure that he thinks of her as a little princess that he's meant to protect. But that doesn't translate to romantic love. Sure, he freaks out when she strips in front of him or other such things, but I think that's because he knows the Throne of Blood is always nearby and she's repeatedly half-killed him for simply LOOKING like he might be doing something inappropriate. If I had a maid like that with me, I'd flip out too.
