Why should they? If that is the case, then this whole thread is illegal. Most tabs you can find are already a 1:1 copy of the original. Please correct me if I'm wrong but I honestly don't think that those tabboards like songsterr, 911 tabs, gprotabs... and so on doing illegal activities with tabs.

Well uploading and distributing footage from the concert DVDs is illegal so I thought it might be the same with official tabs... :S
