I was curious about the status of Yukimura Kusunoki from Boku wa Tomodachi ga Sukunai.

Spoiler for Explanation of Yukimura's situation:

As far as the anime viewer knows Yukimura is male however in the LN it is revealed that he is actually female. All the characters in the anime at this point treat him like a trap. Does she qualify by being female or based on the character of "unknown" gender with feminine qualities clause in the constitution?

Although the anime have not established her gender beyond reasonable doubt, the source material clearly states that she is female. In this matter, we abide by true nature of the character if it is clearly known through source materials already released, thus She is eligible for nomination and prelim.

I was curious about Yukimura's ruling too, and also similar... Ruka Urushibara from Steins;gate.

Spoiler for Ruka's situation:

In the original and final timelines of Steins;gate Ruka was/is a trap/male; however for a few timelines where the middle of the anime took place Ruka was a girl, so she would be qualified for ISML from this time of being a girl, right?

Though I didn't have a slot regardless for either of them, simply curious about this ruling in ISML.

Both Yukimura and Urushibara Ruka are eligible. Yukimura because we know from the source, she is truly female, and her anime appearance did nothing to dispute that. Urushibara Ruka falls under Seno Natsuru/Watarase Jun exception , thus, since there are episodes where Ruka is truly girl, she is eligible.

This is why we are not totally closing the door on them. If there are enough people nominating them/her in that way, we will try to make the decision that seems to best express the collective will of all the people nominating. If there just isn't enough nominations for her/them anyway, then we need not worry about it. If anyone ask, please tell them that safe thing to do is to give us something to distinguish them: i.e. Sawagi Kyo (first) <= which we will interpret as the elder, Sawagi Kyo (Vice), etc.
