Though it does bring up the question, why is she at what looks like a tropical resort or just a pool, in a "winter" uniform?

The main problem is the cardigan. Which, while it works for Nagato, really doesn't make sense for an "ordinary" female high school student to wear constantly. Probably the main reason I'm not all that fond of the design, actually

In my experience, backgrounds are usually done AFTER the foreground character is colored. Given the lighting and shading use on Kyon, using a sunny resort as a background is a convenient explanation... Though logic once more fails at the cardigan. *shrugs*

Maybe she just feel much cold. I know some people, including myself, that wear coat everytime. And I live in a tropical country. Also, do note that male uniform is more warm then female one (so is understandable Kyon don't fel cold while Kyonko does)

However, it don't make sense wear it on a pool. Not even Yuki wear her cardigan on summer or at the Lone Island.

Kyonko wears a cardigan because she has a cup size lower than average and no self-esteem whatsoever. Nothing more to it than that.

I don't really buy that excuse. It'd only work during the winter months, and the uniform does a pretty good job of hiding chest size from a distance on its own.

*e* Except in cases like Mikuru, where it's really freaking hard to hide it.

It's kind of too late now though, as it's her established character design.
