Once you know how to do it, the only trick left is to DRAW DRAW and DRAW.

Or if you want something simpler just search for tutorial in the first page that doesn't involve different base images.

You'd first have to resize the image so the width and the height are the same dimensions, and then resize it to 100 x 100 px. You should be able to use the rectangular selection tool to select what you want, and the tool info should tell you what size your selection is. When you get it the same size on both sides, go to image - crop to selection, and then resize it to 100 x 100 px.

I'm not sure if there is an easier way to do this.

I am trying to learn how to make signatures using GIMP 2 and this was my first try.

In photoshop is there a way to take a scanned picture you did freehand in pencil and outline it and shade it in like ink? and if not photoshop is there another program that will?

You can do it in Photoshop. But it is easier/somewhat better to do it on Adobe Illustrator. You just outline the whole sketch with the pen tool. Then fill it in using shapes, etc...
