Here is the funny thing:
Once they get 'imported' those highly educated foreigners stop being foreigners. They become highly educated americans. But that's bad, because...? These are people that went through the american school system. How idiotic would you have to be, to give young people a higher education and then kick them out of the country? |

He was talking about a work permit for students (and the right to stay in the country).
The other requirements make sure, these are people that have spent at least 5 years in the U.S. education system. Children don't work, so these must be older students. Which usually means they are persuing higher education, otherwise they would not be students anymore at working age. Education is an investment and this is clearly aimed at people that the U.S has already invested in considerably. |
