I've played Aliens vs Predator, FEAR, Resident Evil and other horror games and I didn't even twitch when something scary happened. So, I have to say that SH is scarier in therms of atmosphere while RE is great at scaring you at sudden moments. Quote:

oh freakin zeus sticks Silent Hill Hands Down! Resident Evil was class made you jump but its just infected zombies so nothing really out of control there, Silent Hill was disturbing and often highly innapropriate, dark, creepy and oh so horrible. Resi had cheap jumps and lots of Blood (no doubt its a class game , i love 1 2 and 4 so so much) Silent Hill has not only an awesome, but dodgy story with oh so unnerving set pieces and the music, oh yes the music...
See what I mean. Plus they made number 2 have the great Pyramid and hes class |

Old thread! Seriously though, I think Silent Hill has Resident Evil beat these days. Not that RE can't offer some "crap your pants!" moments, but it's more action packed and the horror is more Hollywood than creepy. I do kind of miss when it was just you (the master of unlocking), a mansion, and a bunch of monsters out to eat you though.
Revelations is a bit more true to the series roots, and RE 6 seems to be a nice push back to zombies, so we'll see.

If you ask me, both series have grown stale in different directions so as to speak.
RE/Bio have strayed too far from it's roots and became a different thing altogether in the name of profit. So say one Capcom Producer Silent Hill, while staying true to it's origins, had failed to innovate throughout the years. If Downpour is anything to go by. |

Silent Hill definitely, although I will give an honorable mention to Resident Evil 1 (especially the remake on the gamecube). That was probably the only Resident Evil game that truly felt scary/creepy. The other RE games had their "jump" moments, but I wouldn't put them on par with the Silent Hill games as far as scare factor is concerned.

The most important thing in a "scary" horror game is atmosphere. Silent Hill almost always sets things up perfectly, like how in SH2 you would constantly hear something following you in the woods at the beginning, so you'd expect something to pop out.
Sure, the first few Resident Evil games somewhat set up atmosphere, but the later games kinda ruined it by bringing in weapons that could instant kill enemies..... though, it's always stressing when you need to reload with chainsaw guy in RE4 looming towards you~

I think Silent Hill is the more scary.
I enjoyed FEAR to, the first was 'scary' compared to the sequels but yeah, when you can slow down time, it just takes the edge off. Amnesia: The Dark Descent is scarier then Silent Hill. Unlike Silent Hill, you can't fight back and it's Lovecraftian Horror to.
