Enough with the character development already.
This is a moe contest, not a character development contest. Character development isn't necessary for a girl to express moe qualities. She just needs to have a "presence" and that primarily requires a minimum screen time for that to be established. Nagisa has a wonderful, kind, gentle personality and it gets displayed nearly every time she's "on screen." It's the simple act of being there, exuding her sweet personality that makes her moe. Cute girls doing cute things in cute ways that make one feel like there's something special about them. Presence (appearance, personality, expressions) and how they interact with their environment, and those in it, is what defines that. Deep levels of "development" aren't required as long as they have an established part in the series/movie/whatever. Sure, a well developed character may stand out and be more memorable for any number of reasons, but that doesn't necessarily make her more moe.

People tend to find characters moe largely because they don't have development anyway... 1. Development implies that characters would have had some major imperfections for the majority of their time. 2. Development means that moeblobs would eventually get less useless. 3. Development means no neo-tsundere. Therefore, development = no moe. ;__; And so, that's why true men go for bishies instead of moeblobs. No matter how much development they go through, they'll always be bishies. 8D |

Nagisa seems to be becoming the oldest contestant (well oldest normal human contestent) at age 20. We'll see just how many years have passed at the end of the series (Personal goal: 24-25 year old Nagisa)
Even Nanoha isn't that old in StrikerS. That is, unless Sanae (Nagisa's mother) gains a spot...(but she's only "17 years" old.....)
