I find that hard to believe it would have any affect at all, considering under normal conditions, a said voter would get the code in the morning, go to his classes, eat out, do some homework, attend his college clubs, and then cast his vote. Case in point: Saimoe Japan. In other words, I don't think that's the penalty method to resort to.

Your point is valid for typical college students which is not the group that has been causing problem. The big trouble makers are the teenagers in their elementary/junior high/high schools who literally asks their classmates with laptops or mobile phones to vote even though these classmates doesn't know a thing about the characters. If you consider average class size in Korea to be between 50 to 70, you can see why there is a steep rise in vote tally around the time 4th to 6th graders gets out of the school.

Also repeat offenders and very serious offenders will be banned if necessary. Consider increase in delay time to 2 hours be a warning, a probation listing in case of ISML.

Enough with the character development already.

This is a moe contest, not a character development contest. Character development isn't necessary for a girl to express moe qualities. She just needs to have a "presence" and that primarily requires a minimum screen time for that to be established.

Nagisa has a wonderful, kind, gentle personality and it gets displayed nearly every time she's "on screen." It's the simple act of being there, exuding her sweet personality that makes her moe.

Cute girls doing cute things in cute ways that make one feel like there's something special about them. Presence (appearance, personality, expressions) and how they interact with their environment, and those in it, is what defines that. Deep levels of "development" aren't required as long as they have an established part in the series/movie/whatever.

Sure, a well developed character may stand out and be more memorable for any number of reasons, but that doesn't necessarily make her more moe.

People tend to find characters moe largely because they don't have development anyway...

Nagisa seems to be becoming the oldest contestant (well oldest normal human contestent) at age 20. We'll see just how many years have passed at the end of the series (Personal goal: 24-25 year old Nagisa)

Even Nanoha isn't that old in StrikerS.

That is, unless Sanae (Nagisa's mother) gains a spot...(but she's only "17 years" old.....)
