The difference may be semantic, but that's the reasoning for now and that's for consistency of what to list. Is the Votoms release you mentioned different than Soukou Kihei Votoms: Gen-ei Hen? If not, it's already included in the list.
I was prepared for that and so I have to say no, both are direct to video releases. In fact the average episode of Gundam Unicorn clocks in at about 10 minutes longer than one of Break Blade, which are only 50 minutes long, contain the same opening and ending theme each entry and for all intents and purposes function like an OVA. The only difference is that for some reason one is classified as a "movie" series and the other is classified as an OVA.

If it's not included I can't really justify contributing a vote since it plays a huge part in what I was planning to nominate...again even though I can't see it making it through. Guess I'll just have to watch from the sidelines....what a shame....

I don't know where you get your information but Broken Blade is a theatrical release. The official website even has a theater listing page. The "airing date" that websites like ANN and MAL list is the theatrical release date but people assume the DVDs/BDs come out on that day.

Bold text means the entry gets 2 points.

-{A} Action:
  • Katanagatari
  • Highschool of the Dead
Katanagari wins the category by providing the most consistent dose of balanced plot driven action scenes.
HotD has the best (if not the only) bloody mess and random encounters; most notably it is the only series to use mass chaos.
-{B} Adventure/Fantasy:
  • Katanagatari
Katanagari wins by having the premise set on a "adventure". And, unlike most so called "adventures" actually going places.
-{C} Science Fiction:
  • Seikimatsu Occult Gakuin
Ignoring the occult, Occult Gakuin has some of the most clear sci-fi elements (time traveling, aliens, strange technologies), and arguably is among the only to focus on them, rather then just have them as background noise.
-{D} Mystery/Horror:
  • Angel Beats
  • Seikimatsu Occult Gakuin
Both series qualify for me for the mystery aspect alone (a clear horror series would be shiki but I only follow the manga).
While Occult Academy fits the category blueprint to the letter, I feel Angel Beats simply has better execution and overall more mysteries and more interesting mysteries at that.
-{E} Comedy:
  • Shinryaku! Ika Musume
  • Working!!
  • Kami nomi zo Shiru Sekai
Just going by laugh count...
-{F} Romance:
  • Kami nomi zo Shiru Sekai
  • Mayoi Neko Overrun!
TWGOK wins for having the most unique formula.
Neko is decent for a harem.
-{G} Drama:
  • Giant Killing
  • Katanagari
  • Sora no Woto
Giant Killing wins for being a designed as a drama, and not using puberty as a plot device. It also consists of a solid character cast.
Katanagari is the best example and most unique psychological drama this year.
Sora no Woto is probably the best if not the only light hearted slice of life drama.
-{H} Slice of Life:
  • K-On!!
  • Giant Killing
  • Sora no Woto
K-On!! wins for most enjoyable composition.
Giant Killing was probably the most realistic slice of life show.
Sora no Woto gets honorable mention for it's original pretext and the accurate depiction of real life locations.
-{I} Fanservice:
  • High School of the Dead
HotD wins for the gore, violence, anarchy and gun-porn.
-{J} Sports/Game:
  • Giant Killing
You know it's good when you want to cheer even though you're normally not into sports
-{K} Storyline:
  • King of Thorn
  • Katanagatari
  • Angel Beats
King of Thorn wins for having the most deep and well written story.
Katanagari deserves mention for having the most original elements to what is otherwise a very generic treasure hunting formula.
Angel Beats gets a honorable mention for having the best ending and plot mystery of probably the hole year.
-{L} Visual/Animation:
  • Black Rock Shooter
  • K-on!!
BRS wins for having the best character designs, the most detailed and innovative backgrounds, animation and fight choreography.
K-on!! deserves mention for having the best atmosphere, and most balanced animation.
-{M} Soundtrack:
  • K-On!!
Based on having the best and most catchy OP/EDs, which is probably the most noticeable and important part of any series soundtrack.
-{N} Best Overall Anime:
  • K-On!!
  • Giant Killing
  • Shinryaku! Ika-Musume
Based on enjoyment...
-{O} Movie:
  • Break Blade 2: Ketsubetsu no Michi
  • King of Thorn
  • Mahou Shoujo Lyrical Nanoha The Movie 1st

-{P} OVA:
  • Black Rock Shooter

-{Q} Male Character:
  • Shichika Yasuri (Katanagari)
  • Takeshi Tatsumi (Giant Killing)
  • Keima Katsugi (Kami nomi zo Shiru Sekai)
Shichika wins for simply being the most badass and unique male lead in a while.
Tatsumi is the best embodiment of the "male lead".
Keima is simply solid in every way. For a male lead in a harem this deserves some praise.
-{R} Female Character:
  • Ika Musume (Shinryaku! Ika Musume)
  • "Super Strategian" Togame (Katanagari)
Ika win for more or less single handedly carrying the entire show on her shoulders.
Togame is very good runner up to Ika, for being one of the best (if not only) "supporting female leads".
The self-sufficient aspects of her character could (almost) be considered original.
The shallow nature and plot development unfortunately detract from her good qualities.
-{S} Villain:
  • Emonzaemon [Souda] (Katanagari)
  • Yoshihiko Tokugawa (Hyakka Ryouran: Samurai Girls)
  • Angel/Tenshi [Kanade Tachibana] (Angel Beats)
Based on who was the most memorable...
-{T} Worst Character:
  • Tony Stark (Iron Man)
  • Kono [Ayumi] (Loups=Garous)
Tony was ear cancer and plot plague.
Kono was the key cog that screwed with the plot and everything.

The reason it's not there is since apparently people bitch too much when they find their favorite shows are *gasp* actually not liked by "everyone". So the organizer Ansalem is too scared to use it. I'd say we're lucky there is a Worst Character category.

Unfortunately Ansalem is the one that made it count, by listing it. (check the movie list in the first post)

Didn't the last of Eve no Jikan air in 2009? correct me if I'm wrong.

To be honest I'm more bugged by the so called "japanase names" (as he put it). Besides obviously not serving any practical purpose to use that variant instead of the most commonly known naming here, some of them strike me as the wrong ones. Isn't "Sora no Woto" => "So Ra No Wo To"? ie. ソ・ラ・ノ・ヲ・ト

Nope, March 2010. It's Summer Wars that aired in 2009.

Actually Kyomi was who removed it from the awards in 2008. As you say, people are assured to be upset by such a category and I'd rather try to keep the atmosphere positive.

As for the show names, I just made the list by searching AniDB and I used the names they had there. I added English titles next to any I noticed that are more commonly known as a different name. The list is just supposed to be a reference. For the actually voting, I plan on using the most common show name for each.

As I mentioned in the OP, I changed the rules again slightly (similarly to how the anime series rule was changed earlier). From this year onward, only movies released on DVD/BD during the year (not aired) are eligible. The rule had previously been any movie aired or released could be eligible, but that creates issues like Summer Wars where those were two separate years. Since the DVD release was this year, it may be nominated but that issue will be gone in coming years.

As for the Eve no Jikan movie, I'll add it to the list. There's no good comprehensive list (that I know of) of DVD film releases for anime, so I had to do my best with what I had available, so I'm sure I missed some from there. Just let me know if there are others that need to be added.

Suzumiya Haruhi no Shoushitsu isn't eligible for "Best Overall Anime" as that is for T.V. series only .

I checked and it wasn't in the list because the AniDB search excluded hentai automatically because I wasn't signed in. It's also listed as hentai on MAL and ANN and not listed on ASuki as far as I cans see, so wouldn't be considered content for ASuki.
