The only time I can remember Kamachi talking about romance was with Durarara's author, even then it was the other guy doing all the talking

Well it's not impossible, but Kamachi doesn't seem to be the type to disguise old characters as someone new/unexpected. If it is Fukiyose, he would properly identify her.

That's my take on it.
