There doesn't need to be a conspiracy. We know that GuP has above average animation for both the girls and the battles. And we have Shaft as a living example of how hard it is to stay on deadline if you are not willing to compromise on quality. This happens so often in the industry that I don't see anything suspicious here.

I'm not even talking about conspiracies, let's just say I would be interested to know if it was a combination of high workload, high standards (which seems the case), issues during the work chain (as it seems it happened with the first delay) or anything else.
I remember I read ages ago a post mortem on a particular episode of a series on Newtype or Animage, in which the director went to explain all the issues they had despite producing something interesting. I was merely referring to this with my post.
I do wonder (delays aside) if a second season would be feasible. Sales-wise they're pretty much covered in that regard. But sometimes the staff may feel there's no need for it.

It's quite a rare case for 2 episodes in 1 cour to be dropped. While I'm disappointed in that, I'd rather have an great anime with good quality then on with sub-standard quality.

Hopefully the buzz with this anime will last until those eps air, and I'm still keeping my fingers crossed for a second season.

The blog apology also said that he believe the story can go on after 12 episodes. So the staff want a sequel in any case.

To try to think extra-positively, perhaps they've already gotten approval for a second series, which would start in the Spring / April. The two delayed episodes airing in March would provide the perfect lead-in to it.

Yeah, that's probably being a little too optimistic. I'll at least have the BDs to distract me. I hope. ^^

If these delays mean we keep getting the quality we've been getting so far I'm all for it, I just hope we don't get a Bakemonogatari year-long wait this time.

Oh my, even the tank spirit going to Upotte =)). In Nano chapter 17, the tank also has human form (of course female body), and the "gun" girls like tank too, and look like Leopard 2 is elder sister of HK family =)) =)). Look like Upotte is expanded, not only gun, but also tank and maybe aricraft and ship too =)).

EDIT:

On 24 December 2012, it is an episode 10.5 (Shoukai Shimasu 2) which will be broadcast instead of episode 11 in Japan.
Episodes 11 & 12 will be released in March 2013, the Japanese television.
Tsutomu Mizushima director personally apologized for the delay and said that versions Bluray / DVD series suggest improvements and corrections of the animation.

In addition, Tsutomu concludes that episode 12 does not mark the end of the story. (season 2 account? additional episodes?) More info soon.

Well, this news is really a sad thing, but we can at least be satisfied that the production staff is working on episodes with quality. Let us wait patiently and enjoy the OVAs that are also promising.
