このカードの下のマーカー1枚につき、このカードのレベルを+1し、パワーを+1500。

Well then does this mean for every 1 marker or if there is 1 marker?

Also does the level restriction on backup ability refer to my level or the level of the character i am using backup on?

it mean 1 marker + 1 lv and 1500 power, so if u have 10 then it will add 10 lv and 15000 power.

Having the ability to put any number of markers onto the card would make it way overpowered - even broken. The text of the card, as given, also does not say the player can put as many markers onto the card as he wants, it looks like. Unless the game's rulings say different, I would say that for this card, the player can put just 1 marker onto it to increase its level by 1 and its power by 1500.

It does look to be a permanent level + power increase, though. There isn't anything that says "once the marker is removed, return the card to its base stats" or "this effect lasts only N turns". At least, not yet anyway.

Thats just the first part of the card ability. The second part which i didn't copy/paste is the condition that it needs to reverse the card it is battling to put 1 marker under. No max number restriction though. Also although it doesn't say so, once the marker(s) is removed, it loses the boost. Its the same for all cards.

There is no restriction on putting how many marker. Once you reverse your enemy's character , you are able to put on a marker. I have played with player using a character having 8 markers.

Okay, having more text that clears up when the player can use a counter makes sense. If there is a starting condition that first must be met before you can put a counter onto the card, that should keep it from being over-abused. Otherwise, I could see people putting it onto the field, drop 10+ counters on it, and then swing for the fences.
