it has never been stated that the girl in Akutski has blue hair, so there's still a chance that she is Narutos mother.

And don't you think that a person from a water country would inherit another bijuu like a water demon or something? It seems ridiculous that a water ninja would be the jinchuurik of a fire demon

Chapter 317 had a colored cover featuring all of Akatsuki. You could see she had blue hair.

So she has not vibrant red hair. Of course she may have dyed her hair, but only delinquents students dye their hairs in manga/anime.
