I recommend MSI Neo2 P35 with Q6600, HD3870 and Seasonic S12 II 430W
As for LCD, Dell's 20" are all awesome

Dell 20" LCDs... I have to hand it over to the 2007WFP, but it's $320 USD to buy at least. The panel type is S-PVA or S-IPS. However, the user has to tweak it reportedly to get the best out of that thing. With the TN panel models though, there isn't such a compelling edge against Samsung or Chi Mei other than Dell having a nice ergonomic design.
