Actually, chapter 24 reveals the it wasn't the government who created the manual but the corporation that built the city.

Yeah, you're right, and I know that, my brain just derped for some reason when I was writing the comment

Anyway, they even hinted at that earlier, with the principle saying "I believe it has something to do with the MNC we come under. It's all part of our employment contract." Current translator also posted a little bit of information from tankobon extras about this Randall Corporation:

Randall Corporation, to be exact. They do research into bioweapons and other fun stuff. Aside from their high school, they also have links with a medical university as well as a hospital.

Thanks to them, three nasty strains of virus exist - Alpha, Beta and Omega. The Alpha and Beta strains just kill you dead, with Beta being incurable and acting a whole lot faster. The Omega strain (likely the zombie virus) doesn't kill you (not directly, at least, but through zombies) but is extremely infectious.

So the helicopter crashes. Kurumi and Miki run out to see if there are any survivors, but Miki's convinced there's no survivors. Before they can turn back, the helicopter's fuel catches fire, and explodes, with Kurumi and Miki caught in the blast.

And then burning shapes start shambling out of the copter while Kurumi and Miki lay stunned...

The girls leave the school and head to a university that was marked on a map from the crashed helicopter (with the other marked location being the Randall Corporation) but no before having a graduating ceremony.
Prepare for some feels since two things will make you cry and one of them was about Miki's friend....
After resting at a grocery store, Yuki turns on the am radio where there's a DJ calling out for any survivors.
And Miki gets rid of the gun. (WHY!)

It's hard to tell whether or not Rii has totally lost it or not. I want to say she has and she's deluding herself and she picked up the bear Yukki left behind but at the same time it feels like it's too close to the DJ girl dying so I'm not sure.

Some people are wondering if Rii ever even had a little sister in the first place.

The girl looks exactly like the little sister in the flashback in the previous chapter. Exact same clothes, minus the hat. If that's a real person, the author is an amazing troll.
