I didn't like this ending in the VN but it was still nice to see it as an anime. Nothing really special though.
I would have rather make them one of the bed ends, or anime original ending where Gilgamesh wins or something.

Nah, it's shirou harem ending.
(You need to waste some points in Saber to get it instead of focusing in Rin to get True ending) And if my memory is right, Rin didn't even need to make another pact with her in VN, just need extra mana from Shirou |

No, it happens in both ends. Until that point is route identical. Only difference is just one little line added into scene after Saber uses Excalibur, which is here represented by scene with running Rin. Otherwise ending of episode 24 is exactly that point where route split. Different is just epilogue. Basically we can say that this is alternate episode 25.
