St. Garrardsworth Academy sounds so boring! No battles between students. The World Dragon Seventh Institute political system looks promising.

I don't really get World Dragon Seventh Institute's specialty. Aside from that far eastern culture, what is the implication that they have bureaucratic and laissez-faire mindsets? They have ton of paperworks?

I think it means they're very traditional and rich in culture. I don't really get the name. The seventh institute? There are only six schools to begin with.

Maybe it means that while they have rich culture and traditions they tend to decide things in simple ways, like the election of the sudent council by an elimination tournament. I know, its only one example but its all i have to speculate on

Laissez-faire means free from government interference I think.

I don't know why they're seventh either, but that's what it says. 第七 means seventh. It's possible it means they're the seventh school under the control of World Dragon.

Laissez-faire means they're very hands off. It's used to describe a governmental policy of non-interference, essentially.

I agree that the description of World Dragon is confusing, but here's what it says:
界龙第七学院: ... 混沌的校风充斥着官僚主义与放任主义...
混沌: chaotic (or ignorant, but I don't think that's the meaning used here)
校风: school atmosphere
充斥着: rife with
官僚主义: bureaucratism
放任主义: laissez-faire
I believe the idea here is that their school's situation is rather chaotic since it's a mixture of bureaucratism (all sorts of red tape and strict adherence to stupid rules) and laissez-faire policies (completely hands off, do whatever you want).

same, thx alot Nandesuto, i enjoy this chapter. man, the rule for them suck when they can't even defend their own children in danger and not be punish. Why do i get the feeling if this is ever animate, Kirin will be many people's favorite girl

千羽切 Shouldn't be more like "1000 feathers slice"? .... Then again, 羽 can mean "blade" (as in, propeller blade or something), so it could be taken as "1000 blades slice(r)" or something.... I'm not sure, names sure are hard.

It uses the "ba" reading for 羽 which is a counter for birds, like in 千羽鶴 (thousand origami cranes). I believe it would be "hane" if it was meant to mean feathers.
