That's because he had another Bijuu(s) supporting him;
Multi-tasking for Rasen Shuriken and other elemental release can be distributed between Bijuu.

For Rasen Shuriken, Naruto need at least three hand as shown before clashing two Rasen Shuriken with Indra's Arrow.
By that point he can't rely on Bijuu(s) help anymore as Sasuke confirmed other Bijuu(s) chakra inside Naruto is already at its limit hence no more single-handed elemental Rasen Shuriken; but later Naruto shown that he's capable of single-handed Rasengan by that point.
