As some have pointed out elsewhere, Ishigami tends to have a thing where he tends to feel absolutely no guilt over anything he doesn't think he is guilty off no matter what the society expects.

So yeah, he likely feels guilty for what happened to Iino becasue he thinks he caused it at least in part. And she is using that. Probably because he triggered her domestic violence fetish...

On the other hand that mad lad Aka, even though I don't expect much to come out of it, he did make a new and unexpected ship Hasayaca x CHAOS. But if one wants to go down that route, there is CHAOS's comment on how she is het "for time being" (though that could be crappy translation) and remmeber when she shipped male Hasayaca with Prez

On the other hand, more fuel to the fire that Kashiwagi might be down with boning whatever walks on two feet even though part of her antics was to get them away from the student council room.
Kashiwagi... new harem master/mistress has appeared and is not satisfied with the BF and Maki but is making move on Chaos and Hasayaca

Oh and poor poor Maki, more despair for her because it looked to her that even Ishigami, her last refuge got hooked up

The interesting part is that Iino is taking advantage of his guilt and seems to be enjoying messing with him. If he was really to blame I doubt she would do that.

Those two things aren't necessarily exclusive. From his perspective he blames at least partly himself. But Iino either knows better or doesn't know enough.
