Program to Color a Scan

kinda wondering it is possible to color the words/drawing but not the background of a Scan Document/Picture?

You mean color a scanned picture without editing the scanned file?
Depends on what you're working with, I myself use Adobe Illustrator and redo all the lining and then use Photoshop to color

I'm a little confused about what you're asking though, could you be a little more clear?
Do you mean remove letters from like for example a newtype scan?
that all depends on the background itself, sometimes the cloningtool can recreate the right colors to cover letters
however when it comes to detailed pieces you can use the brushtool but it take a lot of patience/effort/time I did it once with a scan and it took me 2 days
