Not sure if this is what you want but let me tell you that it's a hard part to cut out to make 100 by 100 for me. I did this but can try other things and no I don't know how to border this thing yet. Tried this anyways:

You really need to work on the timing with all of your GIF's. They look awfully laggy. Adding borders is easy, just look up a guide on the forums. ( Simple fast guide on PS => Add new layer, Select => Select all, Edit => Stroke, => 1px + color => done. )

Added border to the GIF and tried to rework it a bit, but not sure .. maybe the requester will prefer original. Since i haven't watched the episode, I couldn't make it from the scratch so had to use the frames given.

Not sure if I understood the request correctly. Additionally, the time frame given was off so I wasn't sure if you meant these two frames, or the frames after these two. I couldn't fit all four into the GIF with the tween effect, would be too big.

The source was bad too, hence bad quality. I tried to strengthen the colors but not sure if you prefer the original. And finally, can you explain what you meant by static ones ? Just the male's face on one avatar, and female's face on another or .. ?

Nah.. I remember seeing it quite recently. I know i've seen it like years ago too, but I think I saw it just recently on some subforum of older anime series .. But I ain't going through all of them to find the guy/gal who might or might not be using it

Of course you can. You can use it here too if no one else does. Like I said, I know someone DID use it, but I don't know if it's used anymore .. Anyway, here it is. Quality is average, couldn't obviously find the original and I'm not very good at this yet.
