While Rias finishes taking a shower, Koneko eats doughnuts in a tea party made by Asia, but suddenly...Koneko go happy cat mode and molests Asia and Rias while torning their clothes before taking a shower together ! Fortunately, Issei don't get hit by them because he don't see them naked. A extremely ecchi episode, considering Koneko is very perverted when it comes to molest females, in a similar manner Lizzie did in Qwaser of Stigmata.

Seen the third special, and I'm speculating two theories:

1. Koneko's theme has always been of cats, hence, the spell that Rias casted in the tea to make fix Issei's pervertedness had the effect on Koneko similar to catnip for cats, but like an aphrodisiac variant of catnip.

2. Koneko actually has some serious sexual tension repressed making her feel frustrated in the inside, but she manages to cope with it everyday due to the sheer amount of willpower she uses to put up with a cold facade on the outside. That and add her humongous devotion to Rias as the latter's servant that keeps her inhibitions up all the time.
The spell in the tea, however, had the effect to temporarily wear off all of Konekos' inbitions down to 0% releasing all of her sexual frustration like a volcano going wild.

3. (This one is more outlandish) Rias said that she specifically made the spell to fix Issei's pervertedness, and added it into the tea so as not to make Issei to suspect anything when he would have drunk it.
I believe Rias made that spell based on Isseis' parameters of his persona, and likely taking some of Issei's essence. What if by any chance ingesting the spell within the tea made Koneko to literally assimilate those properties and became a perverted female variant of Issei?
I mean look at Konekos' mannerisms when she goes all perverted for her fondness to delight at and groping both Rias and Asias' treasures. The expression on her face she makes closely resembles that of Issei's in her perverted, harem King mode.

Issei is training his Dress Break ability to cut girls' clothes into pieces, letting him see them naked. There's really nothing much left, otherwise fun and enjoyable if you want to watch Issei training his Dress Break ability.

Sona and her partner decide to make udon for Issei's harem, but for some reasons, the girls get attacked by tentacled noodles. Other than that, they handle udon in a rather untypical manner (those feets...).
