I've always thought Black Lagoon fell into this category. The gun battles last seemingly forever and involve a wide array of armament. Naturally none of the main characters ever dies from this incessant hail of bullets. The fact that Revy and Roberta end their little dust-up with bruises and black eyes is a testament either to their remarkable evasive abilities, or to their remarkably poor aim.

Humor: Hare+Guu. It gets bizarre sometimes (which is good), and the cast of characters is pretty odd.
Action: G Gundam is well, Gundam plus super robots (or is it the other way around?). Heck, if your story involves a fighting tournament with giant robots and calling out attack names, not to mention the aforementioned robots being designed to represent their respective countries. Also, Godannar, like other super robot shows has the characters calling out the names of their attacks, and robots (somewhat) representing their country of origin. Add the fact that there are female robots and that they combine with their male counterparts to form a super robot takes it a little over the top. The fact that the female robots have 'bounce' is very over the top. Not to mention that anything female is kinda over the top in the fanservice department too. I found Sumomo mo Momo mo over the top in humor. Sumomo mo Momo mo, like Seto no Hanayome, is one of the few anime that had me coughing I was laughing so hard. I gotta warn you though, this anime is pretty pervy. The martial artist parents of the main characters had arranged for their children's marriage. When they get older only the would-be groom has complaints. He has long since given up martial arts and has decided to live a normal life. His would-be bride, however, takes her training very seriously and tries in every way she can to get him to produce a male heir that can learn her family's ultimate technique.
Like RWBladewing suggested, Chromartie High School is pretty funny too. |

The King of Braves: GaoGaiGar is said to be over the top. I didn't find it nearly as outrageous as Gurren-Lagann, but it also has more substance to it at that.
Akagi and Kaiji are over the top in a different way through psychology rather than overt action.

Some i have found would be
GTO (Great Teacher Onizuka) - Hilarious with some very unique facial expressions Cromartie High School - this is really really weird Martian Successor Nadesico is a pretty serieous series with hilarious parts all through the series Lupin III Black Lagoon - over the top action and suprisingly very funny Trigun
