Yeah, this might've been the first time. However, it's not like this was the first time (whether the person was named or not) that he let someone die or being executed (or something else bad happened to him/her like becoming a slave). If they caused trouble on a certain scale and/or had things like 'Murder' in their Reward or Punishment (or just plainly caused trouble), he just let things happen to them.

She's probably Mito/Hikaru. She looks good. If Satou deems Lulu beautiful I don't see why he wouldn't say the same to Hikaru. They both have that Japanese beauty going for them.

The picture really resemble arisa..... except the hair not purple... and it is an adult..... if it is hikaru... then no wonder she is arisa clone no. 2
