Yeah, it was a flashback scene inside the Eternal when Lacus was telling about Kira wanting to bring the Infinite Justice.

I think the power drain is the WoL's side-effect, it drains too much energy from Destiny when it's on. That's why it's not always completely on. This is probably why the Strike Freedom didn't unequip the Dragoons when going to Orb.

Actually the SF should have left the DRAGOONs on the Eternal, on Earth they're a giant deadweight once you add them all together

Like I said, The WoL has a side-effect, as demonstrated by the performance of the Destiny against the Strike Freedom. Yes, Strike Freedom is outmatched in terms of overall quickness, but Destiny's operation time completely gets sacrificed for its advantages.

unless destiny is nuclear powered like strike freedom that would be on par on performance , but skill wise Shinn is still far from Kira

The details have since been retconned and the information on them have been clarified, so currently the Destiny, Legend, Strike Freedom, and Infinite Justice all utilize a Hyper-Deuterion Nuclear Reactor. The Destiny, however, puts a greater strain on its reactor due to both the wings of light and the mirage colloid system it uses in tandem with the wings of light.

Before the retcon, the Destiny and Legend utilized Hyper-Deuterion Nuclear Reactors, while the Strike Freedom and Infinite Justice still used hypercompact nuclear fission reactors.

It is nuclear powered, but there may be a difference between the rate at which the power can be generated and the rate that power is used.

to put it simply, destiny is having a limiter in it in terms of output the power

not a limiter, but I think it's more that the WoL is taking its toll; you clearly see that the Destiny can outperform the Strike Freedom in the Atmosphere while the WoL is activated; adding the fact that the Destiny only does open its wings when it needs to accelerate, and it was really pushing it against the Strike Freedom, it may have lost too much energy, due to the huge power drain of the system itself.

A strain never seen anywhere else in the series, even when it went up against the Strike Freedom in space, where pushing itself to the limit would be necessary, against a mobile suit with the same propulsion capabilities AND attack drones.

Keep in mind that the Destiny never actually ran out of power in this episode as there was still over 15% power left. Rey only ordered him to return to resupply his weapons and do any maintenance needed.

Even without Dragoons, SF and Destiny seem to be pretty equal, well before Kira and Shinn started activating their Seeds anyway.

SF is designed to focus on mobility by sacrificing armor strength(which is irrelevant due to beam shields), so it's hard to say which is quicker. Is it really okay to say SF is the superior suit, especially in space?

They were equal b/c of Kira's disabling policy. If this was the Kira that would kill, this battle would have been over a lot quicker and not dragged out. Shinn is good, but he doesn't exactly compare to Kira, and Athrun. He more or less rely on rage.

Destiny utilizes the same armor scheme as SF for maximum mobility.

The question is if Shinn stopped using the WoL and Mirage Colloid, how much would it affect Destiny's performance? Would Shinn still be able to compete against Kira if he simply stopped using WoL for a bit to allow the nuclear reactor to catch up? Or was it better for Shinn to temporarily retreat( ignoring Kira stripping Destiny of its anti-ship sword and destroying the boomerangs)?

Throughout the series, the encounters with Kira and Shinn, there were numerous times that Kira could have just attacked the cockpit of the Impulse and Destiny. It doesn't make sense how the animation makes Shinn and Kira matched, but when it comes to Athrun, it's an easy win for him.

The Strike Freedom is the superior mobile suit compared to the Destiny no matter how you look at it. It shares the Voiture Lumiere wings of light system, without the need for the unnecessary mirage colloid system that the Destiny uses. It has DRAGOON units, which throughout the Gundam franchise tends to be the ultimate weapon for a Gundam. It has more mounted weaponry than the Destiny, and of all of its ranged weaponry only two of them require the use of the arms to utilize in combat. Its melee capabilities, while simple, are proven to be highly effective.

The Destiny, on the other hand, as an extraneous system attached to its propulsion which ultimate was completely ineffective and unnecessary. It had fewer ranged weapons (only two), both of which could be eliminated entirely if their respective arms were destroyed. It had an emphasis on melee weaponry, limiting its use in other areas, and some of its melee weaponry were poorly placed like the rest of its weaponry loadout.
