IS are actually have much more finesse than a tactical nuke, so if I led an army, I don't really see it as a last resort. It's a weapon that can surgically remove only lethal threats. It'd actually be the first thing I deploy out in the front line considering it also nets me a much higher survival rate for my men

If I.S. weren't banned then yes, true. But as I said, when I.S. is deployed, even countries who ignore your war will scream "STOP!" and when you didn't listen, coalition force will have a problem with you, with their I.S. deployed.

Of course, this situation is within the ensuring "Mutually Assured Destruction", where both sides involved in the war are wrecked in various way (economy, politic, landscape, military power etc). This is why I likened the situation to Cold war, you do not want to go all out because you do not want to be annihilated in process.

If you want a real life example: U.S. peacekeeping force do not deploy jet fighters until Khadafi deployed tanks and warship against the rebel force.

Cetus:
Nightmare-Class IS
Armed with the latest technology as well as the Demon (Evil version of Emotion Connect) system
The Demon system force the IS to go into 'Desperation/protect IS pilot' mode by subjecting the pilot into mental torture (mind rape level)

The result is an extremely powerful IS which is even more mobile than Sliver Gospel.

It do not have much weapons, due to being similar to Byakushiki, all Bus Slot used up for its one-off ability but is armed with powerful Armageddon cannons, powerful anti-IS particle cannons that can wipe out an army of IS in only one shot. The said particle cannon can fire a beam which split up and home in on other IS....

The IS is also capable of recharging itself by absorbing its own attack or energy based attack due to possessing Core number 000 (One-off ability: absorb energy from energy attack to recharge itself)

The Particle cannon is so powerful that Byakushiki can't nullify all the attack (due to the cannon not being a true energy weapon and the 'particle' are actually nanomachine that attack any IS without friendly identification) resulting in damages to the Frame of the IS whenever Ichika tried to block the attack.

The problem: It can't last very long. This IS empty its energy pool quite fast.

Prolong usage of the Emotion Connect system will cause the IS core to overheat and force it to shutdown.

and The Cannon also drain insane amount of energy......due to its barrier void nature...which will cause the machine to shut down eventually if it fired too many shots.

Edit: the IS is also a dual core IS. Its second core's one-off ability is generating a powerful energy defense field....
Moar Edit: Which actually a wide-area version of AIC. When deployed, it technically slow things down, rending most physical attack useless or easily dodge.

The only thing stopping the world from going into war with IS is due to the limitation of the IS core...

So if everybody can make IS core, the stupid idea of: What if I got more core than that nation? start to sink in

Result: World war.

Moar Edit if you didn't get it: It will get darker until somebody run out of cake.

Edit: Unlike Nuclear weapon, IS is greener (no earth pollution), hence their usage won't be as restricted or hold back like Nuclear weapons...

It's like using a modern assault rifle in war where bolt action is still the main standard issued weapon but only more dangerous
