Well i think amount of AIM is not entirelly related to your lv. Its like in those rpg games, high amount of mana(AIM) does not = high dmg or high lv. Yes of course your base amount of AIM is increasing as you lv up, but it was mentioned, that gemstones have exceptional amount of AIM in relation to other espers, Gunha may have more AIM than accel and kakine together. About how much AIm a person has - i dont know, someone said that lv 0 has none, or really low amount of AIM, others said that lv 0 can screw a mage casting spell.
And about Rikou - if what was said before is really true, then i wonder what her limits are. I mean personal reallity is one thing, but esper lv is not only about personal reallity, espers have to be constantly learning and developing their brain in order to advance lvs and to use higher lv abilities, accel is good example here -> 10000 sisters brains= 1/2 computational ability of accel brain. And then every esper has genetic limitation on their powers - there was 20k clones of misaka and evey single one had the same type of power, despite having different thoughts, methods of thinkingdiferent memories, differently evolved brain than original misaka etc..

A still silence engulfed the white field of snow.
Accelerator ended his song. The tip of the staff supporting him slipped as he laid on the ground. Falling from his knees, his entire body was covered in red blood. Within this Hell of white refusing any changes of colour, he alone issued his own colour, with his wound, and his pain.
He rasped, coughing out a breath from a throat that had surpassed its limit. Perhaps he was hurt on the inside as well - a red liquid came pouring out at times, mixed with the coughs.
He can't sing any more than this.
Something sticky was blocking the passage inside him.
However,
Accelerator's lips, stained with red and black, slackened slightly. That's it, he thought. There's no need to sing any more, because,
"Misaka Misaka asks... are... are you okay...?"
Within his clouded perception, he heard a small voice.
It was words that he had always heard coming from the girl - phrases from a girl who just moments before couldn't even be kept at the minimum limit for life, let alone remain conscious. By her tone, small and yet showing that she had regained her core, Accelerator became convinced.
That it was a dangerously unreliable existence, one that shook and may even fade away at any moment. And that in its heart, there stood a pillar which will never fade.
Last Order has been stabilised.
She wouldn't have to be tormented by all this excessive violence any more.
Accelerator thoroughly reflected on this. And before he had realised, his body had moved. The Level-5 - the one they had called the greatest monster of Academy City - reached out with his shaking hands and pulled Last Order close, embracing the small, powerless body.
Powerfully,
as though refusing to let go a second time.
"...Thank you..."
The words came out bit by bit.
His voice shook, and not simply because of his body, ragged inside and out.
"...Damn it, thank you... thank God...!!"
Perhaps with the original Accelerator, these words would be impossible.
However, what would be the basis for this 'original'? Perhaps this was who he truly was. Perhaps, before all the tragedies, before the young Level-5 was swallowed by the 'darkness' of Academy City, the 'original' was a child who would laugh, and who would cry, at the slightest things.
Though now tainted by overwhelming evil, 'that' did not change within him.
And perhaps this was what Yoshikawa Kikyou and Yomigawa Aiho saw - what the 'society of adults' had tried to protect.
For a long time, Last Order could only retain her consciousness in disconnected segments - she had no way of understanding the full circumstances.
Yet, it didn't matter.
Last Order, closely held by Accelerator, reached her small hand around him, and slowly patted him on the back.
As though accepting him.
And most likely, in the same way as when she first saw that 'something' that was left in him from the very beginning.

Accelerator thought while continuing to confirm the warmth he had finally recovered.
Truly, this world was cold, strict, and filled with a senseless amount of malice.
But at the same time, there was something he saved.
If you could just extend your hand with your own will. If you could just clench your teeth and move forward. At the end of all your struggles, the light does exist. The world was not so filled with despair that it would steal away this one ray of light.
"I'd hate to put a damper in this emotional reunion,"
That was when it happened.
Misaka Worst, standing beside them, spun out these words with the thorns of caution.
"But I don't think this shitty war's going to be end with a happy ending just yet."
Before he could turn his neck and confirm his surroundings, Accelerator felt something abnormal.
Chills ran up his spine.
It was a horrible feeling, like the skin of his entire body being cut open and having something cold shoveled in. Or was it the opposite? Was it that his insides shook so much that it reached outside his skin? It didn't matter. The most important thing was that it wasn't one of the normal five senses. The sensors of the body and the operational circuit of the brain began to malfunction as it took in information which cannot be accepted.
There was an enormous pressure coming from directly above.
Unabara Mitsuki, the Angel of Water, and the Lambskin - it was something even more incredibly concentrated that what was released by any of them...
Accelerator, still holding Last Order in his arms, cast his gaze at the sky.
The giant fortress was floating there.
The golden light which completely buried the sky was being absorbed by the fortress. This false feeling of electricity coursing under his skin came from this giant force of power concentrated at one point. It was like standing at the tip of a spear. This mass of unknown power was being aimed at the surface.
He didn't know what purpose this fortress serves.
He didn't understand what would happen if that spearhead was pointed towards the ground.
But,
"...looks like it won't be good for anyone if that thing gets fired."
Perhaps its objective was not simply to destroy. Perhap it had a special effect when fired into the ground. But it made no difference. The scale of damage would be unthinkable if that much power were to hit the ground. And if what he felt on his skin was true, that this wasn't simply a 'power of science' but a different kind of energy, then Accelerator's 'Redirection' wouldn't work against it.
If it gets through, everyone will be killed.
Accelerator, Misaka Worst, Last Order... none of them would be left.
"...Screw that."
As soon as he muttered this,
with a sound like an explosion, wings like jet-black ink sprouted from Accelerator's back - those black wings that symbolised his anger. They were an enormous power filled with mystery, without using any power borrowed from the Misaka Network, and quite possibly unstoppable by even Last Order's forced suspension. In fact, as soon as those wings appear, Accelerator will almost certainly undergo a loss of mental equilibrium; they came when he wished to kill the opponent before him, even if he had to throw away all his morals and principles. He, along with the killing intent in his heart bursting out in the form of those black wings, will violate the world. It can't be helped - that was the kind of power it was.
Like it was something wringed out from inside him by the pressure from the fortress in the sky.
Like the time when he confronted that Aiwass.
However,
"...Misaka Worst,"
Accelerator softly whispered those words.
"I'll stop that thing. You think you can take care of the kid?"
"From the Russian side? Or from Academy City?"
"From everything."
Misaka Worst sighed at the unreasonable order. Making an enemy of both sides would be the same as fighting against the combined might of every participant in the Third World War.
However, a malicious smile appeared as she took out an iron spike from her pocket.
"Well, it's obvious that it'll be them who end up crying, and this doesn't change what has to be done. If the 'song' inside Last Order and the Misaka Network can be analysed, there will be plenty of chances to acquire 'technology not found in Academy City'."
Perhaps these bewildering events caused Last Order to remember her unease. Her small hand grabbed onto Accelerator's coat tightly.
"Misaka Misaka is asking you, where are you going?"
The eyes that looked up at him from within his embrace trembled.
She had probably understood that Accelerator was going to leave now - which is why she now has to stop it.
"Misaka Misaka wants to make sure - you're not going anywhere, are you?"
"I don't need you worrying about me. This'll be over soon."
I'll come back, I'll return - Accelerator did not say any of this.
The monster with the black wings gently moved away the fingers of the girl holding onto him, one by one - as though cutting away at the last shackles that held him on the surface.
"Please don't,"
Last Order murmured.
"Misaka Misaka, wants to be with you forever."
"...Yeah,"
Accelerator accepted that.
At the very end, he answered with a childish smile.
"I wanted to be with you forever, too."
With a sound like a cracking glacier, the colour of the monster's wings changed - from dark ink-black, to pure snow-white. From root to tip, from inside to outside, in a single instant, its colour changed.
On top of his head, a small ring of the same colour appeared.
This was his transformation.
The change in consciousness that becomes the source spitting out this unique power into the real world.
Accelerator put both his hands on Last Order's shoulders, pressed onto them lightly, and using that recoil, his body gently floated upwards, like an astronaut in space.
Last Order's small hands reached out to Accelerator floating in the air.
But she can't reach him.
Accelerator had already floated up several metres.
That was fine.
With that conviction, Accelerator beat him white wings. The giant 100-metre wings changed from using simply the wind to some unknown power of levitation. Without any additional force towards the ground, Accelerator shot straight up like a cannonball.
In a single instant,
Accelerator ascended 3000 metres, hovering in the air, scattering the edges of the heavy clouds.
At the same time, the fortress in the sky moved.
The mass of golden power, absorbed from the top and concentrated at the bottom, was fired downwards without mercy. He felt on his face a pressure like an electrifying numbness. As expected, it wasn't a normal power, just like Accelerator's white wings. Most likely, even 'Redirection' wouldn't work. It will probably go straight through, just like when he was defeated by Aiwass.
And so what?
Accelerator moved his white wings further, greatly accelerating upwards - heading straight towards the golden mass without any pretenses. There was a slight smile on his lips.
I get it - Accelerator finally thought.
This is what it means to fight to protect.
Immediately after,

Accelerator had fallen onto the top of the hill.
Neither Last Order nor Misaka Worst were here; there was simply white snow stretching endlessly all around. Accelerator had clashed with the mysterious mass of energy released from the fortress 8000 metres in the air, but not even he himself can understand what happened afterwards. The white wings had disappeared from his back. At the very least, judging from the fact that he was still alive, he had managed to barely stop a large destruction.
He can hear a loud noise.
It was a large twin-rotored transport helicopter. The giant mass of steel softly landed close to where Accelerator had collapsed, staring straight up into the sky. What came out from the opening sliding doors seemed more like an emergency rescue team than soldiers. They were wearing bulky spacesuit-like protection - he knew that they were lowering down a stretcher with belts.
It was a retrieval.
Accelerator remembered when he attacked Kihara Amata on September 30th. It was the same thing. A great struggle has passed, and a great chaos had been brought upon them. By entrusting the black elements of Academy City to process the situation, you sell out your own body to them, taking on their dirty work.
In the end, no matter how much you may resist, how far you may run - even if you leave Academy City and escape from Japan, it was too large a cycle to escape. He must have vaguely suspected this. Even more so than himself, the environments and conditions surrounding the Sisters and Last Order were too severe. It was unthinkable for them to be able to pass a normal life without the support of Academy City.

"And release the ones who are in situations like me. No one else will get dragged into the darkness and forced to do your dirty work, to be a shield for whoever and whatever you want. If I find proof of even one more case, my teeth will be at your throat. I will tear you all apart one by one, dozen by dozen."
"It seems you do not understand. You really believe you're in a position to bargain?"
"You're the one who needs to get it into your head."
It was just a single phrase.
Perhaps feeling the signal of danger, the researcher in the protective suit immediately put his hand around Accelerator's neck. His power was based on the proxy calculations of the Misaka Network; he was making sure of the switch which allowed Accelerator to access the Network.
However,
of all things, Accelerator turned this caution against him.
The instant the researcher's finger touched the switch, Accelerator, still bound by the belts, swung his neck. The finger pressing on the switch slid it as far as it can go.
His power was back.
The black belts restricting him were instantly shot away. The man in the protective suit was blown into the wall of the helicopter - deep cracks ran along the reinforced glass window. His surrounding colleagues stood up in panic, but it was too late.
"This is not, a negotiation. It is not a suggestion, not a trade, not a petition, not an agreement, not a compromise, not a surrender."
Accelerator's arm touched the side of the transport helicopter.
The piece of military-grade steel was instantly destroyed, ripped apart like paper. But the researchers in protective suits weren't paying attention to the large amount of cold air blowing in. The horror of not even knowing when the helicopter might crash swept over the entire cabin.
In their midst, the king of monsters who reigned through fear simply declared,
"This is my victory march, you stupid bastards."
And the kind /a/non who translated this said this was the last one as he's tired now. Oh well, fun while it lasted. He said he might comeback and see if he can do more in a few days though.

It was stated explicitly in the 2nd novel that Touma's right arm is reattached. There's isn't a loose right arm of Touma's lying around, unless you want to get into Wild Mass Guessing thinking that Heaven Canceller somehow managed to attach another arm onto Touma and saved Touma's arm for himself for some diabolical purposes...
Wow, just wow. Scenery couldn't have been better and redemption never looked so sweet. I don't recall any scene having as much impact as this especially in contrast to how accelerator originally was. I can't wait to see this animated.
And Oh, My, God that scene between Accelerator and Last Order.....

I just noticed the scene where Accelerator sings, almost as if he is praying.
agreed, but much later on, after he reaches the SYSTEM/La persona superiore a Dio...i'm thinking it'll be one of the final fights of the series, and Accel's final boss fight...(while Touma will fight Aleister who will also have surpassed Aiwass in the meantime)
rikou has the chance to become level 5 or rather she's on the way into level 5 thanks to the experience she had in Russia. The wall that stopping her from evolving is been destroyed.
