I believe that the 3rd season was in the works before the studio fire but I'm not sure on what the plans are now. Some people related to Hibiki sadly passed away in that event so it isn't clear what the studio's plan for the franchise is at the moment

No, these are two separate anime. Third year will be a TV series in 2024.
