No wonder why he gets so annoyed at Amy when she jokes about pairing him with Nanoha(basically asking a 9th Grade middle high schooler to go out with a 3rd grade elementary school girl xDU).
Besides, the Wikia says something about Signum posing as Hayate's mother while they live on earth, there's any official source for this?

It wasn't just mentioned it was shown multiple times. The giant space station in the dimensional sea. The Administration Bureau is the joint command (Hayate works for them) and is headquartered there. Presumably it is also the Navy HQ. It is most likely the Airforce HQ as well since that's where Nanoha trains people.

Well, I seem to recall seeing it in the animated series, but the only one definite canon reference I have atm is in the A's manga prologue (a.k.a. "The Prologue of Aces"), on page 8: the middle panel depicts some sort of structure presumably floating in space, which is labeled "Time-Space Administration Bureau Headquarters". I would give you a link, but that's against the rules so I think you'll be able to find it on your own. ^^;

It's obviously not intended to be the last line of defense, or they would have built a Saint's Cradle II or something.

Well that's definitely one BIG...deathtrap. Seriously. I can understand if it's a prison, since you're supposed to prevent its occupant from escaping, but a military HQ? Where will the crew evacuate in case of emergency? There can't be enough escape boats for all of them! Oh God, I hope the exhaust port are well defended...
