On average it should take somewhere around 50 AP for four bones. Perhaps you just used up all your luck in getting her with monthly tickets only.

Ushiwakamaru's strengthening quest is unlocked, and she gets a skill that gives 1 turn dodge and star gen buff. It's pretty decent, I guess?
