Because the new characters open far greater doors into this then the old cast did. Jail and the numbers are like an open door to explore Al Hazard, as Jail is a clone of an Al Hazardian. Vivio, being the Saint King, is a blatant link to Belka that just begs to be explored. The forwards were born and raised on Mid, giving them a far closer connection to Mid Childa then Nanoha and her friends, who were raised on earth. Perhaps exploring Mid might give Yuuno a big role too, considering he's a Mid born archaeologist.

The new characters have more potential to dig deeper into these events then the old ones did, which is why we could focus on the new characters instead of the old ones, using them and their backgrounds to dig deeper then we can with the old cast.

I speaking on general anime, the transformations are some of the things I misslike from mahou shojos (Sailor Moon, Sakura Card Captors, Tokio Mew Mew, etc...) They are only waste of time, bored and even silly, I was very happy of having Nanoha without that cliche in every chapter

Dunno anything about "a clon of a Al Sardina" but I know in the manga it's mentioned that Jail is one of several clones of an Al Hazardian.
