While the annihilation of the Sawazaki administration becomes the talk of the town, a school festival is held at Ashford Academy. Following the example of the Student Council members, who are doing this in an effort to blow off the political unrest, the students too are caught up in the excitement! However, with Euphemia's intrusion the situation heads for an unexpected disturbance/tumult...

With the school festival underway, Ashford Academy comes alive with people.
In the midst of it, the Student Council President Milly devotes herself to the preparations for the Giant Pizza-making, which Ashford is famous for.
She wants to challenge last year's record of a 3-meter-long in diameter pizza by creating a World's Largest, 12-meter-long in diameter pizza.
As a Student Council member, Lelouch, in place of Milly, who is too tied up with her project, takes on the task of managing the school festival.
While patrolling the school grounds, he revels in the fleeting moment of peace.
Lelouch, who has started many intense battles as Zero, finds himself very much at ease with the current situation, where there can be no casualties caused by a mistaken judgement on his part.
And then, the Giant Pizza-making Event finally starts.
Lelouch, in the manner with which he commands the Black Knights, gives out precise instructions to the Student Council members and has the event proceeding smoothly.

Lelouch enjoys himself in the school festival while making preparations for a battle plan to be attempted by the Black Knights. In the midst of that, Ougi, Villetta, Cecile and Euphie arrive at the school festival as well.
At the Haunted House, Ougi and Villetta accidentally bump into Kallen, who has been dressed up as a monster, while Cecile meets Lelouch there.
And then, Euphie, in the middle of looking for Suzaku because she has something to tell him, unexpectedly runs into a certain someone. A long-awaited reunion is achieved.

1. Euphie, wishing to protect everyone, reveals a grand plan in episode 21 that shocks even Lelouch. However... (Is this the "shocking" event at the end of the gag episode Fake Okouchi was hinting at?)
2. It's implied that Euphie's plan in episode 21 will either encounter a problem or be the cause of a problem itself. The title of the next episode is "Bloodstained Euphie". Hmm...

A: Once you watch the actual episode you'll understand why there are 2 differing interpretations on this. Also, at that time (when I gave the spoiler) I felt it was better not to drop blatant spoilers, so I tried to obscure it a little.

A: Nunnally is definitely the "key" [character] in the final stages.

A: The main attraction of the school festival is the annual demonstration (more like a show involving a Knightmare) of the old-fashioned Knightmare "Ganymede" stored in Ashford Academy.
The pilot for it is Lelouch, which explains how he was able to control a Knightmare right away in episode 2.
