He also show in the last volume that he can came up with a strategy to fool the enemy but that is not his strong points. His strong points is in battle he learn fast and plan fast which makes him a tough opponent.

I find it very interesting to how both Touma and Birdway got people following them because of their actions and hardwork then just having some amazing power from beginning. Touma made had IB from the beginning but if wasn't for his personality he wouldn't be doing the the things he does with it. Touma fights show his growth as person and his use of IB which in the beginning before he lost his memories he felt it was useless crap.

I say sort of, because I only know one word in his name and that is '帝'.

I recall it also can be translated as Viceroy of the Frontier Line or something like that.

Like Styl who is a hardworking magician, you could say Birdway is Rock Lee of Index series but on a broken power level.
